Founder & President

Marisa Midkiff Neal

Marisa Midkiff Neal is the founder and president of MMN Consulting, LLC.  She is dedicated to helping companies define, improve, and refine their proposal planning processes so that they are better able to compete for and keep government contracts. For 20 years, Marisa has been involved in local, state and federal governments.

 

Until July 2012, when she launched MMN Consulting, LLC, Marisa held a position in the Kentucky Cabinet for Economic Development as the program manager of the Procurement Technical Assistance Center (PTAC) in Kentucky, the Kentucky Procurement Assistance Program (KPAP).  Marisa has helped companies in Kentucky win millions of dollars in federal, state and local government contracts.

 

Marisa has also served in the Kentucky Finance and Administration Cabinet’s Office of Policy and Internal Audit as the manager of the Policy Branch. She updated the Finance and Administration Policies (FAP) governing procurement, accounting and capital construction activities by state agencies and vendors.  In addition, Marisa led the promulgation of regulations that are part of the Commonwealth’s Model Procurement Code.  While there, she worked with procurement professionals from all of the cabinets, Governor's Office, Legislative Research Commission, and legislators.  

 

Marisa has served as the legislative liaison for a state agency, and work extensively on public policies related to transportation, environment, economic development and land use, in addition to procurement.  She worked for the City of Louisville and later for Louisville Metro Government, along with serving as a consultant to Greater Louisville Inc. and Metro United Way.  

 

She has successfully written grant proposals for federal, state, local and foundation grant funding.  The grants were awarded to nonprofits and to state and local government agencies.  Projects range from homeland security to education and animal welfare.

 

The Small Business Administration (SBA) named Marisa the 2014 Kentucky Woman Business Advocate of the Year. For years, Marisa has helped woman owned and other small businesses succeed through her work and volunteer hours spent throughout the Commonwealth.

Marisa holds a B.A. in Psychology from Stetson University, along with M.B.A. and M.P.A. degrees from the University of Louisville. She is a former board member of the Junior League of Louisville and the Golden Retriever Rescue and Adoption of Needy Dog (GRRAND).
